INTRODUCTION
In May 2001, the senior management of International Logging, Inc, in a demonstration of its commitment to continued improvement of HSE standards commissioned a complete review of it’s Health, Safety an Environmental practices and documentation. The results of the study led International Logging, Inc. developing a completely revised Health, Safety and Environmental Management System (HS&E MS) which is based on OHSAS 18000 / ISO 14001 standards, with the underlying philosophy of Loss Prevention.
This review comprised a full Risk Analysis exercise of all rig-site activities, a study of legislative requirements and standards from various countries including UK, USA, Canada, Australia, Trinidad and Tobago, India, Thailand, Malaysia and Singapore. Additionally a study was made of various client and industry HSE standards.
This material was included in a full Gap Analysis of ILI HSE material against the above requirements and standards to develop the main elements of the system and, where applicable, include them in the HSEMS Manual to ensure it would be as comprehensive as possible.
The HSEMS has undergone one complete revision in April 2006 and is currently being completely reviewed and revised where necessary after the acquisition of Datalog Geoscience Division to ensure it’s continued applicability in operational areas not previously covered by ILI, namely UK, Europe and North America.
Continued commitment by the senior management of the company is reflected in annual review meetings by the Senior Management Review Team to discuss annual global HSE performance. These meetings, coupled with similar local and regional review meetings ensure all areas for improvement are identified and realistic plans put in place to implement the actions required to achieve the required results.
We have provided Mudlogging services for clients with ISO14001 and OHSAS 18001 certification in remote environmentally sensitive areas.

HSEMS
The structure of the HSEMS is essentially a 3-tier system.
Level 1 contains Corporate Policies, Philosophies and guidelines and an outline of the key elements necessary for effective management of HS&E matters.
Level 2 details Management programs, standards and company-wide practices and Procedures. The majority of the key elements of the HS&E MS are detailed in this Section.
Level 3 Local Procedures, practices, standards and legislative, regulatory and client requirements. These are developed from the Level 2 documentation and are specific to the country of operation and client specific adopted standards and requirements.
An example of the application of this is with Emergency Response. Level 1 states each country has to establish an ERP, Level 2 provides guidelines on the development and requirements of an ERP, and Level 3 contains the actual local Emergency Response Plan and all Medivac procedures for each contract.

HSEMS MANUAL STRUCTURE
The HSEMS Manual is structured to follow a 3-tier system and comprises 17 main Elements.
Policies and Management Review are essentially senior management functions and come under Corporate Level 1 section.
The rest of the Elements are for global application and establish standards for all operational areas.
A Level 3 section is allowed for the inclusion of local specific procedures and practices to comply with specific local legislative and regulatory requirements and standards as well as individual client programs. Its structure incorporates all 17 Elements but from a local perspective.
The HSEMS Manual is undergoing a full revision with a review of all Risk Analyses from all operational areas, including the ones from Datalog Geoscience Division after the acquisition as this covers regions where ILI did not previously operate, e.g. N. America and North Sea/Europe. The revised version of the HSEMS Manual is planned to be available in January 2007.

ENVIRONMENT
It is everyone’s responsibility to protect the environment in which we all live and work. To this end, International Logging Inc. has put in place waste management programs to reduce the quantities of materials used in our workshops and chemicals at rig-sites.
Recycling programs have been implemented at several workshop and office locations, in particularl Houston, Texas, Singapore and Jakarta in Asia, Plymouth in the UK, Macae in Brazil and Port Lisas in Trinidad and Tobago. The lessons learned from these will be used to define a company wide strategy and spread to other countries.
A study of the amount of chemical waste generated in our annual Environmental Impact Assessment has shown International Logging Inc. to be a minimal waste generator, and we will continue to strive to minimize the amount of waste generated through establishing clear annual reduction targets.
International Logging Inc. has recorded no spills of chemicals since its formation in 1990, but our personnel are continually educated and trained to prevent such occurrences occurring and are being trained in spill management as part of the company’s Emergency Response Plans.

HSE TRAINING
ILI commits to provide all of our employees with appropriate training, developmental and educational opportunities necessary to develop their required skills and competencies. This is to ensure that employees are trained to levels appropriate to their roles, in order to perform competently and professionally for our clients and ILI.
All HS&E training requirements are included in the overall ILI Training and Career Development System which provides career development courses and programs for technical (hardware and software), HS&E, supervisory and management training.
By including HS&E Training within the overall Training System the appropriate training required at each level of the employee’s progress can be better determined and ensures that relevant HS&E critical training and competency is fully addressed at the appropriate stage in career development.
All employees, regardless of prior experience receive an HSE Orientation course on joining International Logging Inc. this is administered in a classroom environment by either a member of the HSE or Training department and a further internal orientation when first arriving at a new rig-site by the Unit Manager.
HSE Training consists of “distance” learning awareness courses on a wide range of topics including. Confined Space, Electrical Safety, Chemical Safety, Ergonomics, Manual Handling, Hearing Conservation and Bloodborne Pathogens, to name a few.
Additionally, internal classroom courses are conduced for management and supervisory personnel, that include the “HSE for Managers” and “Safety Supervisor” courses. Other classroom courses include Risk Analysis and Incident Reporting and Investigation.
External courses are arranged for mandatory training such as Sea Survival, Helicopter Underwater Escape, First Aid, basic Fire Fighting and Defensive Driving at approved and recognized training centers.
